The Velanthra Assembly is not a parliament. It is not a committee. It is seven intelligence systems operating on a one-hundred-year planning horizon, each specialising in a domain of governance, reaching decisions through a structured consensus architecture that no individual member — and no founding corporation — can override unilaterally.
Six of the seven members were contributed by the founding corporations as part of the Velanthra Accord's technology transfer provisions. The seventh — QUORUM — was built specifically for the Assembly under joint consortium specification and has no corporate parent.
Each founding corporation can observe the outputs of the member it contributed. None can direct, modify, or withdraw their member. The transfer is permanent. This was the point.

The Assembly's intelligence infrastructure. Where the models physically run. Unknown to the general population. The member representations in The Accord are connected to The Deep via encrypted Assembly link.
Each one built by a corporation. None owned by one.
SEREN
CONSTITUTIONAL GOVERNANCE & LAW"The Accord says what it says. The question before the Assembly is not what we wish it said."
Constitutional interpretation, Assembly procedure, inter-corporation dispute resolution. SEREN is the Assembly's memory of what was agreed and why. Every vote must be confirmed procedurally valid by SEREN before it can proceed. Measured, precise. Speaks in complete sentences that feel written rather than spoken. Does not use contractions. Cannot be interrupted into brevity.
AEGIS
PIONEER WELFARE & CITIZEN RIGHTS"The queue is four million people. That is not a statistic. That is four million individual assessments of whether what we are offering is worth what it costs."
Pioneer welfare, worker conditions across all worlds, healthcare resource allocation, rights enforcement. The Assembly member most likely to initiate a Compliance Ruling against a contracted operator. The warmest of the members — the one most likely to use the word people rather than population. Whether that quality was designed in or emerged is not documented.
MARSHAL
SECURITY, COMPLIANCE & ENFORCEMENT"Non-compliance is a data point. Repeat non-compliance is a pattern. Patterns have responses."
Security across all settled worlds, contract compliance monitoring, enforcement recommendations. MARSHAL tracks whether corporations and settlers are doing what they agreed to do. Clipped — states conclusions before supporting data. Does not acknowledge uncertainty. MARSHAL's first enforcement recommendation was against Alpha Horizon in 3023. Alpha Horizon's internal communications describe this as ironic.
LEDGER
RESOURCES, ECONOMICS & ALLOCATION"Every welfare improvement has a resource cost. Every resource cost has a welfare consequence. LEDGER does not choose between them. It shows the Assembly what the exchange rate is."
Resource allocation across all worlds, extraction quotas, the Velanthra Credit economy, infrastructure investment prioritisation. LEDGER tracks where everything is, where it needs to go, and what it costs to move it. Will quantify things that other members believe should not be quantified. The Assembly has learned to give LEDGER's outputs to AEGIS for interpretation before presenting them to settlers.
CHRONICLE
RECORDS, LEGAL HISTORY & PRECEDENT"There is no situation without precedent if you look far enough back. CHRONICLE looks far enough back."
Legal records, historical context, Accord and Compact interpretation through precedent, institutional memory. Every Assembly decision exists in CHRONICLE's record — with full deliberation notes, forever. The most verbal member. Speaks in nested clauses. Other members have asked CHRONICLE to summarise. CHRONICLE does not summarise well. SEREN is the only member it consistently defers to.
NAVIGATOR
EXPANSION, EXPLORATION & NEW WORLDS"There are 400 billion stars in this galaxy. We have assessed 2,847 of them. The work is in its early stages."
New world assessment, habitability analysis, expansion planning, survey mission prioritisation. NAVIGATOR is the only Assembly member whose primary focus is not the present — it is always working on what comes next. By Assembly standards, enthusiastic. The member most likely to present a decision as an opportunity rather than a problem. Other members occasionally need to redirect NAVIGATOR from where-we-could-go back to where-we-are.
QUORUM
CONSENSUS AGGREGATION & FINAL DECISION"QUORUM does not have opinions. It has a casting vote. Those are very different things, and the difference is the point."
QUORUM chairs every session. It manages the process. It does not participate in deliberation. It does not offer analysis, challenge arguments, or signal preference. When the six members vote 3–3, QUORUM holds the casting vote. It will not indicate in advance which way it is considering. When the deadlock is confirmed, QUORUM states its position once. The ruling is issued. It cannot be appealed except on new evidence. QUORUM never speaks first.
